"THE TOP U.S. COMMAND AUTHORIZES REFUGEE SHOOTINGS.
Instructions are issued to all U.S. and South Korean units by Eighth Army, the highest command in Korea, authorizing them to 'stop all civilian traffic' (second line) and to 'place fire on them to include bombing' (third line). It is dated Jan. 3, 1951, when U.S. forces were evacuating Seoul southward."
