"AN ORDER TO SHOOT CIVILIANS 'IF THEY DON'T MOVE'
A journal of a 1st Cavalry Division battalion notes, in the lengthy entry at '1655' (seventh from end), that the battalion intelligence officer ('SW-2' and 'W-2') was informed by the 8th Cavalry Regiment intelligence officer ('Scrappy 2') that civilians 'are to be shot if they don't move.' It is dated Jan. 20, 1951."
